Application for release of ill prisoner Cam

ÊLIH - An application has been made for the release of seriously ill prisoner Mehmet Emin Cam, who was hospitalised after a heart attack and sent back to prison, by postponing his execution. 
 
Mehmet Emin Cam,73, a seriously ill prisoner in Batman Beşiri T-Type Closed Prison, was taken to Batman Training and Research Hospital after a heart attack on 16 April. Cam was taken under treatment and sent to prison yesterday. Cam's lawyer Nezahat Celen applied to Siirt Execution Judgeship yesterday with a request for postponement of execution. In her application, Nezahat Celen requested the prosecutor's office to take the necessary actions for ex officio reasons and asked for a postponement of Cam's execution due to his health problems.
 
In the application, it was pointed out that Cam has had two heart attacks and there is a risk of a third heart attack. It was reminded in the petition that Cam has 2 blocked veins, a tumour in his brain has grown, his left side is paralysed, he has kidney disease, vision and hearing problems. The petition warned that the continuation of Cam's treatment in prison would pose a risk of death for Cam. It was reminded that Cam was sent to prison despite the continuation of his treatment, and emphasised that the conditions for the postponement of his release were met. 
 
HEALTH REPORT SUBMITTED
 
The petition also included the report of the Health Board of Batman Training and Research Hospital, which stated that Çam had 4/5 muscle weakness in his left side, muscle weakness in half of his body, vascular occlusion that could result in a heart attack, heart disease, plaque formation in the arteries and prostate disease. In the application petition, it was reminded that the report refrained from expressing an opinion on whether Cam should be imprisoned or not and noted "Forensic Medicine opinion is appropriate".
 
REQUEST FOR POSTPONEMENT OF EXECUTION
 
In the petition, it was emphasised that Cam's rights were violated by recalling the "prohibition of torture and ill-treatment" in Article 3 and the principle of "inviolability of the physical and moral existence of the person" in Article 17 of the European Convention on Human Rights (ECHR). The petition, which also included precedent decisions of the European Court of Human Rights (ECtHR), stated that Cam was unable to maintain his life in prison due to the severe illness he was exposed to. In the petition, it was requested that Cam be referred to a health institution for a medical report and that a decision be made to postpone the execution.
